The car is on display, as some tournaments like to put cars on podiums out on ponds, often the podiums are sunk to water level.
The Phoenix Open was sponsored by FBR (banking/investment firm) from 2004 to 2009. Waste Management took over after that and the event is now heavily branded by WM, but it was during the FBR period when the course info was likely collected by the designer.
FBR themselves weren't all that famous so they likely used sponsors for various holes from other companies, like a car company for the 17th.

looks like a nice course but, unfortunately, not on my pc, as water has stripes and there is a displaying bug between the layout and the horizon, with grainy patches all over ! the first three holes are slightly downhill, with the par-5 3rd, being the most challenging. the par-3 4th hole is quite scenic with its high rough in front and small buildings beyond the green, whereas the left dogleg par-4 6th hole requires a precise approach shot to the green, closely guarded by two bunkers. the back 9 is completely different with plenty of water holes, starting with the par-4 11th and its lake on the left side, and continuing with the next two holes. then, after the "dry" dogleg to the left par-4 14th hole, comes the final stretch... if the straightforward par-5 15th hole, my favorite, is gorgeous with its big lake on the left side and its island green (and a big bunker on the left side), it will not prepare you for the last three holes ! as you get ready to tee off on the par-3 16th hole, you will be greeted by big cheers from noisy fans in a stadium-like atmosphere, with grandstands all around the green, but they are... nowhere to be found ! cheers will continue on the par-4 17th hole as you reach the green, with a small lake behind it, but a lone car in the middle will attract your attention as it seems to be floating ! as for the nice par-4 18th hole, with the lake on the left side, the noise of the cheering crowd will stop as soon as you hit your tee shot. with its distintive layout between the front and the back 9, this course is quite interesting and well designed, as usual, by the cgx team, two good reasons for you to download it !

There's like almost no galleries on hole 16....kinda strange....was it because it would cause low frame rates?

Played it for the second time. The course is very nice, like all the CGX Team courses. One strange thing: when you come in the neighbourhood of the stands (hole 16,17,18) you hear the cheering of the public; but there is no public at all!
