Sounds like a case of the swap files.... you need to delete those....

Go the directory of your install (defaults to C:\Program Files\EA SPORTS\Tiger Woods PGA TOUR 2004). There is a subdirectory called SwapFiles. delete all the files in that directory. Then load the course architect. It will have to reload all the thumbnails again, and that can take a long while.... do not exit during that process, let it finish. Then you should be good to go. Repost here if it doesnt work and well try some other things.
