is there an update of this course in the works if not would it be possible for a designer to open the 05 stock course and add new textures as i feel this is all thats wrong with ea version

It is not possible to update a stock course or any course for that matter unless you have the original file. All course's are compiled into a binary format that is uneditable.

There is a new version in the works by the PGAX design team and probably will be released here at CS sometime near the end of this years Open Championship.

As a general rule all PGAX course's are reserved for people playing on the PGAX tour and are usually publically released sometime after the actual event. Occasionally courses are released beforehand.
