Everything works fine with the original 07 games.
My problem is with downloaded courses.They all look like this.No other known issues.
I cant seem to find out why this is doing this.Everthing up to date.

Custom courses are much tougher to render for your system, compared with the stock courses.
So it is possible you can play the stock courses....but not the customs.
Maybe your graphics card is not strong enough for the custom courses.
Most shared video cards are not working very well in TW07 game.
You can try to update your video card driver.
Or start TW07 game...on main screen select: Options....Graphics....and try to move slider to: Best visual Quality
Also try to change the other settings in: Options ...graphics.

Thanks Gun.I have tried those things and just had the feeling it might be something like that.Maybe Im in denial that I need a new PC all together(LOL)
