Personally, I dont see the point in telling someone to search the forums. Most people would do this first anyway. I also searched
for information on making flags and didnt find any. The search on this website, leaves a lot to be desired, to put it mildly.
Anyway, I figured out how to make a flag.
Making Flags is similar to making logos and pictures. You use two bitmaps, and
the Headgate dxtex tool. Im still experimenting with the exact dimensions, but
this at least displays. Make a 256x256 8-bit white bitmap. This will be your
flag alpha channel. Then make your flag. It has to be a 256x256 bitmap too, but I found that the
bottoms were getting cut off when displayed in the game(07). So I found that making the flag picture
256x205 worked better. You then add canvas to the bottom, to make the whole picture 256x256.
It doesnt matter what color the canvas is, because you wont see it. Then run the
dxtex tool. Create a new texture, 256 x 256 of type DXT1. In the file menu, open
your flag bmp onto this surface. Then open your flag alpha channel onto the
alpha channel of this surface. Save it as a dds file. Copy it into the course
directory. Then create a registry entry, that points to the flags full path and name.
You might be able to use one of the tools like course utilities, or CLSetup, to add the
registry entry.

This link gives you additional information about getting the tools and using them.
