I need to know the process of how to connect with another player using IP address in TW08.

I am not sure this is what you want, but lot of people are using Hamachi to play with friends:

(; There are 2 versions to download, i believe the unmanaged version should work for gaming )

Leray the guy that makes the videos of the game uses direct ip connection a lot with his family/ friends ect: here is His way of doing it.

Hi There. One as to host the game by first looking up their own IP. (whatismyip.com). After getting your own IP, you need to tell the other person or people your IP via IM, Skype, email or telephone. On their end they will click the icon to play online and choose the LAN icon. Once that is done the click Join IP Game and type your IP into the field. They wait for you to setup the game on your end by doing the same thing except your are going to choose Host IP game (you do not type in your IP). After choosing Host IP game you go to the next screen and choose your course, then setup the course conditions. Then click next. You will be on the Begin Game Page. At this point you tell your partner to click log-in on their end. When they appear in the Begin Game Page, they click on whatever name you gave the name i.e. TW2008 which is on the right side of the page. After that you will see their name appear on the right and left side of the page and you are ready to launch the game. Windows firewall will block your outgoing connection when you first launch the game, you need to Alt-Tab the game to view the firewall message and choose allow. The other person does not have to do this unless they are hosting the game.

The easier way to do the firewall is to go to Windows Firewall Options and choose TW2008.exe file manually so that anything you do with TW2008 is not blocked by the firewall. Same thing is a good idea for your friends to do as well. That way its a done-deal and no one has to be concereneda about minimizin the game during the launch.

Note: Lot of people are having problems to play Lan connection in TW08, the game is freezing and will not start.
It is good idea to use a third party program, most people are using Hamachi.( see earlier post )

Another option is to play with friends on Gameranger:
