Apologies... I'm kind of ignorant and curious, I guess. I'd like to know what people might mean if they refer to a course design as "unfair". I would hate to design an unfair course, not knowing I was doing so.

I can give you one for sure thing that would be considered unfair.

When you design your courses, it is recommended that you design for Vdry conditions.
And if you design a green that the ball rolls back away from the pin, no matter how close you get it, I think that is one thing that would be considered unfair.

If you can get to within say 5ft of the pin, the ball should stay.

This is just my feelings on 1 part of the design.

A course that, in very dry conditions, leaves no viable shot off the tee...........i.,e.,........ any shot off the tee will roll off the fairway into the hvy ruff. There's one definition, I'm sure there are others, such as rollback from a pin location that the only possible way to finish the hole is to chip-in or concede.

could be other things too
in strong or (to a lesser extent) gusty headwinds
- can you reach the fairway or a bail out location
- can you reach the green in regulation

also by making a course hard not by good design but using tricks, ie trees blocking greens, shrubs all over the fairways, where it is just luck if you manage to get on the green, thats my definition.
