In all my research I noticed that the AMD Dual Core CPU was a common thread, which is was I have.

I downloaded the RunFirst utility and installed in in c:\runfirst :
RunFirst is a command line utility that lets you start an application on the first processor of a multi-processor system or on an hyper-threaded single processor system.
What this utility does is the same as what you can do using the Task Manager -> Set Affinity command
RunFirst is useful to start an application that crashes when running on a multi processor system. The runfirst.exe command can be inserted in a shortcut so that when you start an application the process affinity is automatically set to run on a single processor.

Create a shortcut with the following command:
C:\runfirst\RunFirst.exe "C:\Program Files\EA SPORTS\Tiger Woods PGA TOUR 07\bin\TW2007.exe"

Put in the DVD and Quit. Start the game from the new shortcut command.

I was crashing way too much to even play the game.
Since using the RunFirst utility the game has not crashed.

No guarantees, but it works for me.

Really nice find. There used to be a similar program called SETAFFINITY, but it vanished mysteriously.
