According to the readme file
------------------
Inside folder swingmeter you will see 2 files:
swingoff.dds
swingon.dds
Backup both files. I just renamed them to swingoff_old.dds and swingon_old.dds
Now replace both files in folder Swingmeter in Tiger Woods PGA TOUR 2005, with the files ( swingoff.dds and swingon.dds ).

Now it says "2005" which is a concern...
Plus, on my installation of TW2008, the only swingmeter file I have is in:
C:\Program Files (x86)\EA SPORTS\Tiger Woods PGA TOUR 08\Data\Images\Game\SwingMeter
and it has a TriClick_Off.dds file and a TriClick_On.dds file, not swingoff files.
I may have already applied another utility, although I don't think so, and the file dates are 6/1/2007 which is in line with the original installation files.
I did rename the triclick files, and loaded up the swingoff files, but that didn't work.
Any help would be appreciated.

MY best guess is the custom swingmeter was designed for TW05. The text file accurately describes the 2 default files found in TW05.
And, we all appreciate how bryder2162 creates these clever additions for our favorite PC golfing game.

Indeed the file is for TW05 game ( and not TW08 )
Custom swingmeter ( by bryder2162 ) is in the TW05 section now:
